A collaboratory was first described by computer scientist Dr. William Wulf in 1989, as a “center without walls in which the nation’s researchers can perform their research without regard to physical location, interacting with colleagues, accessing instrumentation, sharing data and computational resources, accessing information in digital libraries.” This collaboratory will establish relationships with universities and other organizations to understand the limits of quantum technology as well as support an expanded quantum workforce and quantum infrastructures like quantum foundries that will make it easier for someone to create a quantum device.
